Apple is putting $60 billion into Texas as part of a broader $600 billion domestic investment plan that stretches from 2025 to 2029. The commitment, which includes a new Houston facility for advanced AI server production and Mac mini assembly, represents one of the largest single-state corporate manufacturing pledges in recent memory.
The timing is not coincidental. Tim Cook transitions to executive chairman on September 1, 2026, handing the CEO title to hardware chief John Ternus. The Houston Advanced Manufacturing Center officially opened on August 13, 2026, giving Cook a ribbon to cut on his way out the door.
The $600 billion roadmap
Apple initially announced a $500 billion US investment commitment in early 2025. By August of that year, the company had added another $100 billion when it unveiled the American Manufacturing Program, or AMP, bringing the total to $600 billion over four years.
The Texas allocation, at $60 billion, covers advanced AI server production, device assembly, and workforce training programs at the Houston facility. AMP also includes a $2.5 billion partnership with Corning for cover glass production in Kentucky. Apple has signed over $30 billion in contracts with Broadcom for chips manufactured in the US. On the semiconductor front, suppliers are projected to produce over 20 billion chips in 2025, with more than 100 million coming from the TSMC Arizona facility in 2026.
Why now, and why this matters for investors
Localizing production provides a hedge against trade policy uncertainty. Apple’s decision to build AI server production capacity in Houston signals that the company views on-device and cloud AI as central to its product roadmap. The TSMC Arizona facility producing over 100 million chips for Apple in 2026 reflects a broader industry shift toward onshoring chip fabrication, part of the same current that produced the CHIPS Act and billions in federal subsidies aimed at rebuilding US semiconductor capacity.

Cook’s legacy, Ternus’s challenge
The Houston center is operational as of August 13, 2026. The Broadcom and Corning partnerships suggest Apple is building this as a network across multiple states and partners rather than a single campus.
