Adrian Boafo won the Democratic primary for Maryland’s 5th Congressional District on June 23, clearing his path to succeed retiring Rep. Steny Hoyer. The victory came with a hefty price tag: Protect Progress, the Democratic-focused affiliate of crypto super PAC Fairshake, poured approximately $5.5 million in independent expenditures into supporting his campaign.
That $5.5 million was just part of the story. Total outside spending on Boafo’s behalf reached approximately $11 million, with pro-Israel groups also throwing weight behind his candidacy.
The crypto lobby’s expanding playbook
Fairshake and its network of affiliated PACs have become arguably the most potent political force in the digital assets industry. The organization has amassed an estimated $150 million to $200 million from prominent industry contributors, including Coinbase and Ripple, as it entered the 2026 cycle.
The Maryland race follows a pattern established during the 2024 election cycle, when Fairshake spent heavily to back crypto-friendly candidates across both parties.
Boafo’s race fit the template perfectly. A sitting state Delegate since 2023 and former federal lobbyist for Oracle, he brought both political credentials and a comfort level with technology policy that made him a natural fit for crypto industry support.

Boafo has substantive ties to digital asset policy. He completed the Stand With Crypto questionnaire, a public signal of his willingness to engage with the industry’s legislative priorities. He has also sponsored legislation at the state level, including the Digital Asset and Blockchain Technology Task Force and the Maryland Financial Innovation Act of 2026, both of which aim to bring clearer regulatory frameworks to the digital asset space.
Why this matters beyond Maryland
Each primary win adds another sympathetic voice to the House or Senate, making it marginally easier to move legislation like the CLARITY Act, which aims to establish clearer jurisdictional boundaries between the SEC and CFTC over digital assets. Boafo’s win, alongside what CoinDesk described as additional crypto allies advancing in other races, reflects the continued scaling of Fairshake’s electoral strategy into the 2026 cycle.
