Rivals target Palantir’s contracts in Europe amid sovereignty concerns

Europe just told Palantir to start packing its bags. France’s domestic intelligence agency, the DGSI, announced in June 2026 that it will transition away from Palantir’s platforms in favor of ArgonOS, a system built by French firm ChapsVision. Germany’s BfV intelligence agency made the same call. And the Bundeswehr, Germany’s armed forces, has gone a step further by explicitly excluding Palantir from upcoming defense cloud procurements.

The sovereignty play

On July 17, 2026, France and Germany issued a joint declaration pledging to build what they’re calling a “European sovereign digital backbone.” The initiative centers on data security, artificial intelligence, and cloud capabilities, all developed and controlled within Europe.

The declaration specifically promotes the Arcadia platform, a military command-and-control system developed in France that’s designed to compete directly with Palantir’s Maven software.

The beneficiary here is ChapsVision, a relatively young French company founded in 2019 that reported around €200 million in revenue for 2025.

What Palantir is losing

The DGSI’s transition to ChapsVision is expected to take several years, which gives you a sense of how deeply integrated Palantir’s systems were. Germany’s BfV chose ChapsVision. The Bundeswehr locked Palantir out of defense cloud bidding entirely. A NATO commander recently acknowledged the lack of mature European alternatives to Palantir’s offerings, which is notable because it means European governments are making this switch even before the replacements are fully battle-tested.

What this means for investors

European defense budgets have been expanding rapidly, and losing access to that growing pool of spending is a meaningful negative for Palantir. ChapsVision, with €200 million in 2025 revenue and the backing of two major European governments, is positioned as a sovereign alternative whose strategic value may extend beyond its current financials.
